Mini Soccer Playing Rules for under  9s & 10s

Except where other provisions in these laws are made, the Laws of Association Football apply.

 Playing Area
 
The playing area will measure 45.75 metres (50 yds) long by 27.45 metres (30 yds) wide. 

Penalty Area
This will extend 9.15 metres (10 yds) from the goal line across the full width of the playing area.  There are no restrictions on the number of players allowed in the penalty area. Please note that the goalkeeper is allowed to come out of the penalty area and act as an outfield player.

Penalty Mark
The penalty mark is 7.32 metres (8 yds) from the Goal Line opposite the centre of the goal.

Goal
The goal size for all age groups is 3.6 metres (12 ft) by 1.8 metres (6 ft). 

The Ball
The ball to be used will be a size 4 

Number of Players
Players must play with and against players only from their own age range - within a two-year age band.  Players should not be allowed to begin to play until the season of their 7th birthday. 

Each team will have a squad comprising of no more than nine players, six playing and three substitutes.  The three substitutes without being named may be used at any time with the permission of the referee.  A player who has been replaced may return to the playing area as a substitute for another player. 

Playing Equipment
Players are required to wear shin guards. 

Referees
A referee shall be appointed to officiate in each game.  He shall have the same powers and duties as laid down in the laws of the game.
 

Duration of Game
Each first round league game will have a duration of ten minutes with no break for half time and no extra time.  The semi-final and final of both the cup and plate competitions will have a duration of ten minutes with no break for half time plus four minutes extra time if scores are level at the end of normal playing time.  If after extra time scores are still level the result will be decided by a penalty shoot out. For this competition the above timings will ensure that the maximum duration of participation per day per player will not exceed 60 minutes. 

Start of Play
A kick off is taken at the centre of the playing area to start the game and after a goal has been scored. Opponents must be 4.5metres (5 yards) away from the ball, and in their own half of the field.
 

Ball In and Out of Play
In this competition there is no height restriction for the ball.  The ball will be returned to play in accordance with the normal Laws of Association Football.  Please see rules headed Goal Kicks regarding goalkeepers returning the ball to play. 

Offside
There is no offside. 

Free Kicks
All free kicks, with the exception as stated in the goal kick rule below, are direct and the opposition must be at least 4.5 metres (5 yds) away from the ball. 

Goal Kicks
Goal kicks are taken from the edge of the penalty area.  The opposition must be at least 4.5 metres (5 yds) away and the ball must be kicked out of the penalty area. Goalkeepers will not be allowed to kick from the hand
or drop kick.  They can throw or roll then kick. Kick from hand will result in an indirect free kick on edge of area close to infringement.

Corner Kicks
The opposition must be at least 4.5 metres (5 yds) away from the ball.
 

Back pass Rule
The back pass rule will apply as normal. A penalty will be awarded if the goalkeeper picks up a back pass in the penalty area.

Annual 6-a-Side Football Competition

Administration Rules 

Management of the Competition
The competition will be governed in accordance with the rules and regulations of the Worcestershire Football Association.  Matches shall be played in accordance with the laws issued by the Football Association for Small Sided Football.
 

This competition is covered by Badsey Rangers Public Liability Insurance, however Players are advised to consider their own private insurance to cover claims arising from their own injury or that of another player. 

No alcohol is to be permitted within the vicinity of the field of play and the competition organisers shall be responsible for enforcing this condition. 

Entry Fee
The entry fee will be 20.00 per team
 

Management Committee
The organisation of the competition will be vested in a management committee chaired by a Tournament Director.  The management committee shall have the power to apply, act upon and enforce the Rules of the Competition and shall have jurisdiction over all matches affecting the Competition, including any not provided for by the rules.  The decision of The Management Committee will be final in all respects.

 

Eligibility of Players
The competition will be divided into the following age groups: - 

Under 9           Under 10         Under 11         Under 12         Under 13         Under 14          

Players must not be more than two years younger than the age group for which they are entered. Qualifying date for all age groups is 31 August 2008.

Competition Format

 1st Round League: -

The 1st round of the competition will be played on a league basis. Each age group will consist of eight teams divided into two divisions of four. Each team shall play one match against each of the other teams in its division. Three points shall be awarded for a win, two points for a draw and one point for a loss. The top two teams in each age group will qualify for the Cup Knockout stage of the competition while the bottom two teams in each age group will qualify for the Plate knockout stage of the competition.  Both knockout stages will comprise of semi finals and finals.

In the event of teams being level on points in their league then the teams position will be determined by goal difference.

If the goal difference is the same then the number of goals scored will count.

If goals scored are equal then positions will be settled by a penalty shoot out, best of 5 and then if necessary sudden death penalties where if one team misses the other team must score to take the match.

 League and Knockout Stage: -

The details of the duration of games, extra time and penalty shootouts are covered within the rules for each respective age group.

Each team at Under 9s and 10s shall consist of no more than six players and three substitutes.  At Under 11s and above each team shall consist of no more than six players and two substitutes.  Rolling substitutes will be allowed.

 Team Colours

 In the event of a colour clash the team named second in the draw shall change.  The organisers will provide bibs if required.

 Players shall be dressed in uniform shirts and shorts. The goalkeepers kit must be distinguishable from that of other players.

 Dependant upon prevailing weather conditions football boots or training shoes will be worn. The decision on the footwear to be worn throughout the competition will be at the discretion of the tournament director and shall be advised during team registration.  This rule will be strictly implemented and any team not conforming will be subject to disqualification.

Manager Responsibilities

Teams must register between 0900 and 0945 by submitting team sheets to the Tournament Secretary.

 To ensure that fixtures run to schedule managers are requested to assemble their teams at the correct pitch by half time of the preceding game.

 Misconduct

The decision of the referee in all matters relating to the interpretation of the laws of the game will be final. 

 A player cautioned will automatically be sent to the sin bin for a period of four minutes.  A player cautioned twice in the tournament will take no further part in the competition.

 Any player sent off will take no further part in the competition.

 Protests and Complaints

 All questions of eligibility, qualification of players or interpretation of the rules shall be referred to the management committee, but no objection to the dimensions of the pitches or other appurtenance there on shall be entertained.

Small Sided Playing Rules for Under 11s  and Over

 Conditions of Participation

1.           1.      The onus is on the team manager to prove that his own players are the correct age. If a protest regarding the playing of an overage player is made AND IS DEEMED TO BE   
            
REASONABLE the player/whole team may be withdrawn from the competition.

  1. Any decision of the Tournament Director will be final.
  1. The Tournament Director will decide ON THE DAY whether or not football boots can be worn. Players should bring both boots and trainers to the tournament.
  1. Any team that is not ready to kick off a match at the required time will be deemed to have lost that match 0-3.

 THE NORMAL LAWS OF FOOTBALL WILL APPLY EXCEPT FOR: -

     1.       There will be no offside.

  1. There will not be any six-yard penalty areas instead there will be a semi circle around each goal in which the goalkeeper is allowed to handle the ball, with the exception of a back pass. There are no restrictions on the number of players allowed in this semi circle. The goalkeeper must not leave the semi circle. If he does so intentionally, a penalty kick will be awarded.

     3.       Rules concerning goalkeepers with the exception of the restriction highlighted above will be as normal playing rules, e.g. the normal back pass rule applies. A penalty kick will be awarded
               if the goalkeeper picks up the ball from a back pass.
 

  1. Goal kicks will be taken from the ground within the goal area.  Goalkeepers will not be allowed to kick from the hand or drop kick.  They can throw or roll then kick.  Kick from hand will result in an indirect free kick on edge of area close to infringement.
  1. All free kicks with the exception of rule 4 above will be direct .
  1. At all free kicks opponents must remain at least 4.5 meters (5 yds) from the ball unless the free kick is near the semi circle in which case they must stand on the line immediately in front of the ball but must remain at least three yards away to each side or to the rear.
  1. At penalty kicks ALL players other than the goalkeeper and the player taking the kick, must remain BEHIND the ball and at least 4.5 meters (5 yds) away from it.
  1. As with normal laws of football any player who, in the opinion of the referee, commits a Professional foul to deny a clear goal scoring opportunity shall be sent off and will take no further part in the tournament.
  1. Each team will comprise of 6 players and two substitutes. Rolling substitutes will be allowed throughout each match
  1. Duration of game. Each first round league game in the knockout stage will have a duration of ten minutes with no break for half time and no extra time.  The semi-final and final of both the cup and plate competitions will have a duration of fifteen minutes with no break for half time plus four minutes extra time with no break for half time if scores are level at the end of normal playing time.  If after extra time scores are still level the result will be decided by a penalty shoot out.
